安全安心の問題ばかりが過大視される今の日本において、「親」というのは子供の安全を絶対に守る存在だというパブリックイメージがある。たとえばGPS携帯などで親が子供を監視すれば、子供は安全だという宣伝が通用するぐらいに、親は信頼されている。
しかし、注意深くニュースを見ていれば、親による子供の虐待や殺害が決してレアケースではないことを知ることができるはずだ。
エンパワメント・センターを主催している三井ゆりは『子供が出会う犯罪と暴力 防犯対策の幻想』（生活人新書）の中で、13歳未満で子供が殺された事件の加害者は６，７割が家族であるという数字を出して、見ず知らずの不審者による子供の被害ばかりに目が向いている防犯対策のありようを批判している。
